Borough Council Meetings
New Cumberland residents are welcome to attend Borough Council meetings on the first Wednesday of each month at 7:30 p.m.  Meetings are held in the Council Chambers of the Borough Building at 1120 Market Street.  Time is allocated at the beginning of every meeting for public comment.  If you are unable to attend a meeting, please submit your comments, questions, or concerns by letter or e-mail addressed to the Borough Council.

Zoning / Building Permits

Building and/or Zoning Permits may be required to construct, enlarge, alter, repair, move, demolish or change occupancy of buildings and structures including accessary uses such as garages, sheds, swimming pools, fences, and signs.  Before you proceed with a project, please contact the Building Code Official and Zoning Officer at 774-0404 for more information.  Office hours are Tuesdays from 2:30 to 4:30 p.m. and Fridays from 10:00 to Noon.

Recycling

Recycle - It's The Law

In accordance with Act 101 of 1988, Pennsylvania Legislature, recycling is mandatory in the Borough of New Cumberland. Residential customers are required to place recyclable materials in a recycling bin, properly marked "recycling". New or replacement bins may be obtained at the Borough Office. There is a fourteen dollar charge for each bin to be paid when it is picked up.

The following materials should be co-mingled and placed in a recycling bin: clear/colored glass, aluminum, steel and tin cans, plastic containers.

Glossy inserts, telephone books, magazines, junk mail and newspapers should be tied in bundles or put in paper bags (NOT plastic bags), and placed next to the recycling bin.  Flattened cardboard of any size is also accepted.

Large Item Collection

One large household item per week will be collected from a residence by Penn Waste, Inc. on any regular collection day. This service is only available to residential customers included in the Borough's trash collection and recycling contract.

Appliances containing Freon (air conditioners, refrigerators, freezers, etc.) will be collected by appointment only. Call Penn Waste at (717) 767-4456 or (866) 575-8720 at least 48 hours prior to the regular collection day.

 

The following items will NOT be collected:
. Paints, stains, chemicals, and liquids
. Batteries
. Automobile parts
. Household hazardous waste
. Tires on rims
. Commercial/industrial waste
. Construction material or debris:
drywall, brick, block, treated lumber, roofing shingles, ceiling tiles, concrete, doors, windows

REMINDERS:
. Brush and branches should be cut into four foot lengths, securely bundled and placed with regular trash
. Appliances
. Appliances containing Freon (refrigerator, air conditioner) require calling Penn Waste for appointment
. Carpet 48" max. length, rolled & tied
. Furniture
. Mattresses & box springs
. Car tires only (1 per week - must be off rim)
. Scrap metal 48" max. length
. No loose piles. All small items must be boxed.
. No items which are too heavy to be lifted into a truck by two people

In addition, there will be two "YARD WASTE COLLECTIONS" each year.  In 2008, the first is scheduled for APRIL 19th and the second will be  OCTOBER 18th.  Place yard waste in biodegradable brown paper bags or bundle it with biodegradable twine.  Bundles may not be larger than 4 feet in length or more than 30 pounds in weight.  Branches may not exceed 6" in diameter.  Grass clippings will not be accepted.

Clogged Sewer Lines

In the event of a clogged sewer line causing a back-up of sewage in your basement from the floor drain or other plumbing fixture, please contact the borough before you call a plumber. Borough personnel may be able to determine the cause and location of the problem. The borough is responsible for maintenance of the sanitary sewer mainline.  The property owner is responsible for the maintenance of the sewer lateral from the mainline to the property line and the building sewer from the property line to the structure and all the lines within the structure. During business hours, call either the Sewage Treatment Plant or Borough Office. After business hours, call Cumberland County Control at 238-9676. Provide your name, address, telephone number, and the nature of the problem and ask that a New Cumberland Borough police officer contact the designated borough sewage treatment personnel on emergency call.

Bicycles

Bicycles must be registered with the police department. A permanent license tag is attached to the bicycle and costs one dollar. Bicycles may be taken to the police department on Tuesdays from 7 to 8 p.m. or on Saturdays from 10 a.m. to noon.

Parks

No dogs, cats, or other animals are allowed in any Borough Park. Pavilion and gazebo reservations are available for Borough Park only. To be eligible, you must be a resident of the Borough. Park Pavilion Reservation Applications are available at the Borough Office. A fee is due when the application is filed and the fee is non-refundable. For pavilions 1, 2, or 3, the fee is $25. Pavilion 4 is $50. The fee for the gazebo is $100.00.  Facilities are assigned based on availability.

Animals
Dogs, cats, or other domesticated or non-domesticated pets shall not be permitted to run at large, to make loud or harsh noises disturbing others, or to defile, befoul, damage, or destroy the property of others including streets, alleys or sidewalks. All animals must be on a leash sufficient to control the animal and prevent the animal from walking on private property.

Grass / Weeds
No grass, weeds, or other vegetation not edible or planted for some useful purpose shall be allowed to grow to a height in excess of six inches, to emit any unpleasant or noxious odor or to conceal any filthy deposit.

Do not allow cut grass, hedge clippings, brush, or other cut materials to lie in borough streets. This debris accumulates and tends to clog storm sewer catch basins and lines. Violations are punishable by fines and other costs.

Garage Sale / Yard Sale
A permit is required. Only two sales are permitted each year. The first permit is free, the second costs ten dollars. No sign may be larger than 2� x 2�, and no sign may be placed on trees or poles within the public right-of-way. Application forms are available in the Borough Office.

Open Burning
By state statute, NO OPEN BURNING IS PERMITTED IN NEW CUMBERLAND.

Rental Properties
Rental property owners are required to report tenant information to the borough for tax purposes. Contact the Borough Office to request the proper form.

Shade Trees
Property owners are reminded that branches are required to be trimmed to a minimum height of eight feet over sidewalks and twelve feet over streets. Hedges and shrubbery should be trimmed back to the inside edge of the sidewalk. These clearances provide safety to the pedestrians on the sidewalks and to street cleaning equipment.

If you are planning to remove or plant a tree between the curb and sidewalk, you must first obtain a permit from the Borough Office. For planting new trees, the Shade Tree Commission will advise you of acceptable locations and suggest a species from an approved list depending upon your preference.

. Just three shade trees can save up to 50% of air conditioning costs
. Trees can increase your property value by 20%
. One tree absorbs 26 pounds of carbon dioxide each year
. Runoff from one inch of rainfall over a 12-hour period is reduced by 17%, thanks to trees
. Trees conserve soil, keep water pure and create clean air!

Leaf Collection


. The scheduled day for each area is listed below.
. All leaves are to be raked into the street at the curb line.
. The schedule will repeat each week beginning with the first area.
. In the event of inclement weather or equipment problems, the schedule will resume where interrupted.
. The street sweeper will work in conjunction with the leaf collection equipment by sweeping the center of each street ahead of the leaf collector and then by sweeping behind it along the curb.
. Please DO NOT place any large objects with the leaves such as branches, sticks, bricks, stones, etc., that could damage the leaf collection equipment.
. The collection schedule for each area will end on the designated day during the first week of December.
. There will be no alley pick-ups.

Snow Plowing

The borough typically has a two-phase action plan for performing winter maintenance services.
1. Open and maintain main traffic arteries
2. Open and maintain access into and through all residential areas

Remember, a plow's job is to move the snow from the street: to do this, the snow is pushed ahead and to the right.

Please observe the following tips:
. Before the snow starts to fall, park off the street in a driveway or garage if available.
. Plow or shovel snow to the right side of the driveway as you face the road. Having snow deposited away from the direction of the oncoming snow plows prevents the bulk of the snow from being pushed back into your driveway. However, please recognize that some snow will inevitably end up in front of all driveways as plows move down the street.
. Eliminate snow piles at the driveway entrance. Accumulated snow often obstructs visibility and creates road hazards by preventing drivers from seeing - and being seen - by other motorists.
. When you clear your driveway or sidewalk, DO NOT put snow in the street.
. If you shovel out a parking space along the curb near your driveway, shovel out the area before the driveway (where the plow clears before it reaches your driveway).
. If you must park along the curb, try parking before your driveway.
. It is against the law to place chairs, sawhorses, buckets, or any other obstruction in a space you have cleared for parking in the street.
. Your cooperation is necessary and appreciated.

The Borough Highway Department implements a wide variety of snow and ice control techniques depending on the exact nature of the winter storm.
Christmas Tree Recycling

If your family decorates with a natural tree, these can be converted into useful wood based mulch. Simply place your tree (undecorated) at curbside on your normal trash collection day. They will be collected by the Borough and converted into mulch for use in our Borough parks.
